2/ The Ukrainian Air Force operates MiG-29 Fulcrums & Su-27 Flankers. No EU state operates Su-27s.

This suggest that the transfer of MiG-29s would have to be from Poland, Slovakia & Bulgaria which still fly Fulcrum variants, which could be transferred & put into service quickly.
